* WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...Northwestern Connecticut and western Massachusetts. * WHEN...Through Tuesday morning. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Creeks and streams are already running high and may rise out of their banks due to the incoming heavy rain. * ADDITIONAL DETAILS... - Periods of moderate to heavy rain along with some embedded thunderstorms are expected to track into western New England late this afternoon into this evening before a cold front sweeps through the region tonight. In Vermont, Bennington and Windham Counties. * WHEN...Until 11 AM EDT this morning. * IMPACTS...Gusty winds will blow around unsecured objects. Tree limbs could be blown down and power outages may result. * ADDITIONAL DETAILS...In the wake of a strong cold front, gusty westerly winds will continue through the morning hours. Gusts through the early morning hours will continue to be up to 55 mph, with gusts decreasing to 40 to 45 mph by the mid to late morning hours.
