This local statement provides important information and recommended actions for people in Tinian and Saipan. .Watches/Warnings... A Tropical storm warning is in effect for Tinian and Saipan. A Tropical Storm Warning means damaging winds of 39 mph or more are imminent or will occur shortly. For those under a warning, continue to shelter in place. The time for preparations has passed. .STORM INFORMATION... At 11 AM ChST...the center of Tropical Storm Higos (08W) was located near latitude 14.6N...longitude 145.6E. This was about 95 miles northeast of Guam, or 25 miles south of Tinian. Storm motion was west-northwest, 285 degrees, at 11 mph. Storm intensity was 40 mph. .SITUATION OVERVIEW... TS Higos has formed south of Tinian and is moving west-northwest. Residents should expect damaging winds of 39 mph or more to continue until the storm has moved sufficiently far away, which is when the warning will be cancelled. Even if the sustained tropical storm force winds remain currently offshore, if the system develops faster than expected, as been the case over the last 18 hours, the expanding wind field of tropical storm force wind could envelop Tinian and Saipan. .PRECAUTIONARY/PREPAREDNESS ACTIONS...

Invest 94W is now Tropical Depression 08W according to the Joint Typhoon Warning Center (JTWC). Currently, 08W is centered near 14.6N 146.0E as indicated in latest satellite and Guam radar imagery. Its current motion is roughly W at around 5 kt (6 mph). On its current track, the center of 08W should emerge W of the Marianas later today or tonight. The heaviest showers and strongest winds are found along its northern peripheries, mainly affecting Tinian and Saipan, and will persist through tonight. Rota and Guam are south of the circulation center, so the overall risk for heavy showers and gusty winds are overall decreasing. Heaviest rainfall will be over Tinian and Saipan, with rainfall totals possibly reaching around 2.0 inches and sustained winds of 20 to 35 mph with gusts around 50 mph within the heaviest showers. Additionally, locally higher amounts will be possible.
