Under present weather conditions, At 3:00 AM today, the center of Tropical Depression "LUIS" was estimated based on all available data at 315 km East of Daet, Camarines Norte (14.4°N, 125.9°E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving West Southwestward slowly. The 12-hour rainfall forecast is light to moderate rains and thunderstorms. WATERCOURSES LIKELY TO BE AFFECTED : + **Eastern Samar** - Rivers and its tributaries particularly Oras, Dolores, Ulot, Taft, Borongan, Suribao, Llorente, Balangiga and Sulat. + **Samar** - Rivers and its tributaries particularly Basey, Silanga, Calbiga and Jibatan. + **Biliran** - All rivers and its tributaries + **Northern Samar** - Rivers and its tributaries particularly Catarman, Bugko, Pambujan, Catubig, Palapag, Mawo and Gamay.
