    * WHAT...Heavy lake effect snow. Additional snow accumulations 6 to 10 inches in the most persistent lake snows. Winds gusting as high as 45 mph will produce blowing and drifting snow today. * WHERE...Northern Cayuga and Oswego Counties. The greatest accumulation will be in the far northern end of Cayuga county and the southern half of Oswego county. * WHEN...Until 8 AM EDT Wednesday. * IMPACTS...Travel will be difficult. The hazardous conditions will impact the Tuesday morning and evening commutes. Gusty winds will down tree branches and cause isolated power outages.
