Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - Periods of moderate to heavy rain and a few thunderstorms continue through this afternoon. Rainfall rates may reach as high as 1 to 2 inches per hour within the heaviest and most persistent downpours. Despite recent dry conditions, such high rainfall rates in a short period of time can result in flash flooding, especially in urban and poor drainage areas and where heavy rain repeatedly impacts a given area. Streams continue to rise due to excess runoff from earlier rainfall. Low-water crossings are inundated with water and may not be passable. Expect many areas of slow moving or standing water. * ADDITIONAL DETAILS... - At 1142 AM EDT, Doppler radar indicated heavy rain. Flooding is ongoing or expected to begin shortly in the warned area.
