Elsewhere, excessive runoff could overwhelm culverts and overfill low lying areas. Lingering river ice could constrict streamflows causing unexpected rises. Any river ice should be monitored closely for ice jams. * ADDITIONAL DETAILS... - Morning rain will cause area streams to rise throughout the day, but the real flood threat comes with a second and more significant round of rainfall overnight.

Areas of fog will persist through early this evening before increasing winds and rainfall help to improve visibility later tonight.
