Under present weather conditions, At 3:00 PM today, the center of Tropical Depression "LUIS" was estimated based on all available data over the coastal waters of Maconacon, Isabela (17.5°N, 122.6°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 60 km/h. It is moving Northwestward at 20 km/h. Southwest Monsoon affecting Palawan and the western section of Visayas. The 12-hour rainfall forecast is moderate to occasionally heavy rains and thunderstorms. WATERCOURSES STILL LIKELY TO BE AFFECTED : + **Ilocos Norte** - Rivers and its tributaries particularly Bulu, Banban, Bacarra-Vintar, Laoag and Quiaoit. + **Ilocos Sur** - Rivers and its tributaries particularly Lower Abra, Silay-Sta. Maria, Buaya, and Amburayan. + **Pangasinan** - Rivers and its tributaries particularly Balincaguing and Alaminos. + **La Union** - Rivers and its tributaries particularly Amburayan, Baroro, Lower Bauang and Aringay.

People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the **Local Disaster Risk Reduction and Management Councils** concerned advised to be alert for possible flashfloods and landslides.
