Despite recent dry conditions, such high rainfall rates in a short period of time can result in flash flooding, especially in urban and poor drainage areas and where heavy rain repeatedly impacts a given area. Steady rain continues into Wednesday before transitioning to showers Wednesday night into Thursday. 2 to 4 inches of rain is expected for most areas in the flood watch, with locally higher amounts possible in the eastern Catskills, Berkshires, and Litchfield Hills. - http://www.weather.gov/safety/flood
