    * WHAT...Flooding caused by excessive rainfall is possible. * WHERE...A portion of eastern North Carolina, including the following areas, Beaufort, Greene, Mainland Dare, Mainland Hyde, Martin, Northern Outer Banks, Pitt, Tyrrell and Washington. * WHEN...From late tonight through Friday morning. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - A slow moving cold front will approach and then stall over eastern North Carolina beginning early Thursday morning and lingering through Friday.
