    * WHAT...Flooding caused by excessive rainfall is possible. * WHERE...Portions of North Idaho, including the following counties, Benewah and Latah and Southeast Washington, including the following county, Whitman. * WHEN...From early Wednesday morning through Wednesday evening. * IMPACTS...Excessive runoff may result in flooding of creeks, streams, and other low-lying and flood-prone locations. * ADDITIONAL DETAILS... - Moderate to heavy rainfall is expected to develop across Southeast Washington and portions of North Idaho early Wednesday morning and last through Wednesday evening. Between 0.5 and 1.5 inches of rainfall is forecast. Saturated soils combined with excessive rainfall may lead to flooding. - http://www.weather.gov/safety/flood
